Research, Technology, and Economic Security (RTES) - DOE Funding Assistance Proposals/Awards
The DOE has released its RTES framework to minimize, mitigate, and manage risks while maintaining an open, collaborative, and world-leading scientific enterprise. Two important goals of this framework are to:
• Make Risk-Based Investment Decisions. The Department must continue to evaluate and make risk-based decisions that minimize potential intellectual property loss, supply chain dependencies, and threats to national and economic security. DOE will address the needs of research, technology, and economic security and bolster our overall competitiveness and maintain core scientific principles of openness and collaboration.
• Ensure Transparency. Entities applying for DOE support must be fully forthcoming regarding foreign connections associated with individuals 1 and entities participating in a project, particularly connections involving foreign countries of concern. Full disclosures to DOE increase the likelihood that risks can be mitigated. Transparency involves individuals and entities providing necessary information to understand the context behind circumstances to help inform DOE’s risk assessment.

DOE has issued several policies pertinent to research security and the DOE laboratories. The two most relevant to SBU are:
DoE Order 486.1 Foreign Government Sponsored or Affiliated Activities
DOE Order 142.3B Foreign National Access Program
Both orders pertain to SBU faculty, staff, and students when conducting work at or having electronic access to DOE facilities.
